COD Fraud Prevention in India: Reduce Risky Orders on Shopify
Not every failed COD delivery is fraud, and not every suspicious order should be blocked. Here is how Indian Shopify stores can separate fake orders from ordinary delivery risk and prevent avoidable RTO without making checkout hostile for genuine buyers.

TL;DR
COD fraud is only one cause of COD RTO. Fake phone numbers, repeated refused orders, incomplete addresses, unusual order patterns, and low-intent purchases are useful risk signals, but none should be treated as proof on its own. Start with phone and address validation, verify high-risk COD orders, use prepaid or Partial COD selectively, communicate delivery clearly, and review courier and customer history every week. OTP verification catches unreachable numbers, while a risk-based workflow is needed for the wider problem. The goal is fewer avoidable RTOs, not the lowest possible COD acceptance rate.
What Is COD Fraud?
COD fraud is an order placed with deceptive or abusive intent, where the person never intended to accept the parcel or uses false details to create a cost for the merchant. In practice, this can include fake phone numbers, repeated prank orders, competitor abuse, or deliberately incorrect delivery details.
The business impact looks similar to other RTO: forward shipping, return shipping, packaging, support time, and blocked inventory. But the response should be different. A genuine customer whose courier arrives at the wrong time needs better communication; a repeated fake order may need stricter controls. See our COD RTO cost and data breakdown for the wider economics.
COD Fraud vs. a High-Risk Order
A high-risk COD order is not necessarily fraudulent. A first-time buyer from a location with slower delivery, a high-value basket, or a product category with naturally high returns may simply need more reassurance. Calling all of these orders fraud creates false positives and removes good customers from your funnel.
| Pattern | Better response |
|---|---|
| Invalid or unreachable phone | Verify the number before dispatch |
| Repeated refused COD orders | Require prepaid or Partial COD |
| Incomplete address | Ask for correction before shipping |
| High-value first order | Offer a prepaid incentive or deposit |
| Remote or delayed service area | Set clear delivery expectations |
Use signals, not assumptions: Never reject a customer solely because of their location, language, name, or first purchase. Combine multiple operational signals and review the outcome against delivered orders.
7 Warning Signs of a Risky COD Order
These signals are useful for triage, not for making an automatic accusation. Decide how much friction to add based on product margin and the cost of a returned parcel.
- The phone number is invalid, unreachable, or repeatedly fails confirmation.
- The same phone number, address, or device creates several COD orders in a short period.
- The customer has previously refused or abandoned multiple COD deliveries.
- The address is incomplete, inconsistent with the PIN code, or missing a usable landmark.
- The basket value is unusually high for a first-time COD customer.
- The order contains products or sizes with an unusually high refusal or return rate.
- The customer places and cancels multiple orders or requests unusual changes after checkout.
How to Prevent COD Fraud on Shopify
1. Validate the address before dispatch
Ask for a complete name, phone number, PIN code, city, state, and address line. Give the customer a quick way to correct an error while the order is still on hold. An address check often prevents an ordinary delivery failure before it becomes an RTO.
2. Verify the phone number
Use OTP or a confirmation message for COD orders when the phone number is new or risk is elevated. OTP reduces fake and mistyped numbers, but it does not prove that the customer will accept the parcel. Read our guide to OTP verification and COD RTO.
3. Keep a delivery history
Track delivered, refused, cancelled, and returned orders against a phone number or customer profile. A single failed order is weak evidence; a repeated pattern is much more useful for deciding whether to require prepaid payment.
4. Set selective COD limits
Consider a maximum COD order value, quantity limit, or prepaid requirement for segments where expected RTO cost is high. Apply the rule narrowly and explain it clearly so ordinary customers can still use Cash on Delivery.
5. Offer prepaid or Partial COD
A relevant prepaid discount gives a legitimate customer a reason to remove delivery uncertainty, while a small upfront payment can create commitment without demanding the full order value. Base the offer on estimated risk and margin.
6. Confirm the order and delivery window
Send the product, amount, address, dispatch window, and expected delivery timing immediately after checkout. Let customers report an error or request help before the parcel is handed to a courier.
7. Act on NDRs quickly
A Non-Delivery Report is still recoverable. Contact the customer with a simple reattempt or address-correction option before the parcel returns to origin. See our guide to NDR management on Shopify.
Avoid the blanket ban: A store that removes COD for everyone may reduce its RTO rate by removing COD orders, but it can also lose genuine first-time buyers. Measure completed revenue and contribution margin, not RTO alone.
What OTP Verification Can and Cannot Do
OTP verification confirms that a phone number is reachable and that someone at the other end is willing to complete a verification step. That makes it useful for fake numbers, mistyped digits, and some low-intent orders.
It cannot detect every form of COD abuse. A real number can still be attached to a fake address, a customer can change their mind, and a courier can miss the customer. Pair OTP with order history, address quality, delivery communication, and prepaid conversion.
Measure Fraud Prevention Results
Review fraud controls over a full delivery cycle. Orders cancelled before dispatch should not be counted as delivered recoveries, and a lower COD share is not automatically a profitable result.
- COD RTO rate by product, PIN code, courier, and customer cohort.
- Verification completion and abandonment rate for COD orders.
- Prepaid and Partial COD conversion rate among flagged orders.
- False-positive rate: legitimate customers rejected or unnecessarily blocked.
- Net savings after incentives, message costs, shipping, and returns.
Start with a 30-day baseline, change one rule at a time, and compare like-for-like cohorts. A good control reduces avoidable RTO while keeping profitable customers in the checkout funnel.
Where CODFlip Fits
CODFlip helps merchants act on COD risk without replacing COD for every customer. It estimates likely RTO cost, calculates a smarter prepaid incentive, and sends a timed WhatsApp nudge after checkout. OTP Verification, Partial COD, COD Fee, and the Savings Dashboard provide additional controls and measurement.
The workflow preserves legitimate COD demand while giving uncertain orders a useful reason to pay online. Read the complete CODFlip feature guide for the full workflow.
Frequently Asked Questions
How can Shopify stores prevent fake COD orders?
Use phone and address validation, review repeat delivery history, identify unusual order patterns, verify higher-risk orders, and offer prepaid or Partial COD selectively instead of blocking every COD customer.
Does OTP verification stop COD fraud?
OTP verification filters fake, mistyped, or unreachable phone numbers and some low-intent orders. It does not stop a genuine customer from refusing delivery or providing an incorrect address.
Should I disable COD for risky customers?
Use selective restrictions rather than disabling COD for the entire store. Require verification, limit order value, or request a prepaid deposit when multiple signals justify additional friction.
What is the difference between COD fraud and COD RTO?
COD fraud describes a deliberately fake, abusive, or deceptive order. COD RTO is the outcome of an undelivered COD order, and it can also happen to a genuine customer because of an address problem, missed delivery, or changed circumstances.
